"The city estimates that it costs roughly $36,000 a year to house a homeless family, up from $31,656 in 2004. The average stay in a shelter is about nine months."

That’s $3,000 per month, enough to get a decent apartment anywhere in the city. Which leads me to believe that the problem of homelessness is not due to a lack of funds.
